Need help with tech file

I make mod "Hundred Years War" for multiplayer game(eu2, 1337-1453). Now i am on the last stage. But there is a problem, i don't know how to work with tech file and how to edit it, for example LAND.csv. May be you can give a link for FAQ about it, or someone could edit this file for my scenario.
