Hi!

Great Britain led a multinational effort to enforce non-intervention in the Spanish Civil War. Leveraging its considerable political and economic influence, this effort succeeded in limiting smaller nations' involvement but utterly failed in limiting the meddling of the major powers. Germany, Italy, and France participated in the naval blockade, but allowed their own weapons and war materiel through - the foxes guarding the henhouse. Portugal, which shared a considerable land border with Spain, served as a natural conduit through which German and Italian aid could pass to the Nationalists. The Soviet Union did not participate in the naval blockade, but its NKVD managed to slip shipment after shipment through without losing a single one. While the United States officially adhered to a similar policy of non-intervention, American oil and auto companies supplied Franco's forces with considerable money, fuel, and trucks.

The only major country affected by the UK's policy of non-intervention was France. Leon Blum at first pledged full aid to the fellow Popular Front government of Spain, in accordance to the treaty of mutual assistance between the two countries. Blum was forced to reconsider when the UK threatened that they would not come to France's defense if such aid provoked a war with Germany. France was forced to limit its aid, and to send it covertly - and, at times, to halt it. France also aided Great Britain's diplomatic efforts to dissuade smaller nations from becoming involved.

For the members of the League of Nations, conducting trade with either side will result in the loss of relations, trade, and security guarantees - serious consequences for smaller nations, especially those adjacent to larger, aggressive neighbors.
