More factories from occupation than cored state?

I've noticed across quite a few games when compliance starts to get high in occupied/annexed land I can somehow get over 100% factories. Then if the state is cored through decisions, focus or whatever the factories drop back to normal, leading to a shortfall in production.

This doesn't make much sense, I think 100% of factories should be the cap for occupation, or even less. At least I don't want to have to account for factories vanishing if I core the state.
 
AFAIK, that is WAD. In most cases that over-100%-output should be temporary anyway, as according to the wiki the contributing occupation laws hurt compliance over time. So the need to manage factories after coring is probably an accepted feature/aspect as well.

There is though an oddity with fascist Norway, which get benefits from compliance/occupation laws as bonus to the normal output instead of low compliance hurting:

Fascist Norway is WAD as far as I understand the code, they have resistance enabled but still core everything. Otherwise they'd have no manpower and be unable to put up any garrisons and have constant uprisings.

Although the factory stacking is probably an oversight. Historical Norway really is the better fascist path than the actual fascist path lol
