Lighthouse of Alexandria and Historical Great Works?

So, I'm playing a custom start / shattered world game, But when picking the game rules I marked "Historical Great Works" to "On"

However, I now control Alexandria and noticed there is no lighthouse there.

(I also haven't noticed the apostolic palace or other Historical GW but that might be because I don't control those counties)

My understanding is it was supposed to be there from the 769AD start date but even if that is wrong as you can see from the picture it gives me the option to build the normal great lighthouse not the "Lighthouse of Alexandria"

Anyone know what’s going on?

Not with 100% certainty, but I'd bet a whole paycheck that the cause is that you're playing a custom/shattered world game.

When you play a shattered game do the great works pop up in random counties?

Yeah so I took a look at ledger like you suggested @spaninq and it looks like @Karlington is correct as there were none
