Is there anything that can be done to lessen the amount of Jacobin Rebels you seem to get when playing as the UK? They're all over the place!! Is that normal?? :S

You shouldn't get rebels as the UK...

Never played as the UK, but I'd assume it's an expensive affair to maintain a global empire in the early game, so high taxes are probably a problem... maybe early industrial unemployment, too. Idk - it just doesn't seem like there's a reason the UK would be immune to rebellions.

On the other hand, you're the UK, so you should have no trouble stomping on them. If you don't want to guillotine lovely Victoria, then the best way to get rid of Jacobin scum is with a steely bayonet and a stiff upper lip.

EDIT: lowering taxes and passing reforms may appease the mob as well, if you're into that sort of thing.
