In my game as Netherlands I happened to come up with this:

There's no population in the island (despite that lonely man, which seems just a placeholder) and therefore, no culture, strange taking into account it's a colony and I don't believe the whole population were soldiers who died in some British war...

The real surprise is that Norfolk Island is shown as a separate area on the map at all.. there are a bit more than 2,000 people there now, and it was vacant for a few years in the nineteenth century. The map has quite a few islands showing harbors, but Norfolk is probably less deserving of that honor than other regions.. But then in the original Hearts of Iron game Port Moresby in New Guinea is shown as a port on a par with Singapore when, as I understand it, the place is a country town with a law and order problem (these days). Some strange ideas about the Pacific..
