It varies, as it should, since Fascists were never particularly tied to dogma. Mussolini until the mid-30s basically ran a laissez-faire economy because that could be tied to his social darwinism schtick, as an example.

I have not seen countries change color, but maybe it's missing localizations for a few countries? Italy is a proletarian dictatorship and it's still green in my USA game.
