Increasing and Moving Population

What is the best method to increase population? I find that even in the late game with land in India, China, most of Africa, and a lot of Europe I still barley come up with 300 million population, a little less than the modern day United States. I once saw someone with a United States with a population of 400 million without having any significant colonies. What gives?

Also, how can I get more of my accepted pops to move to my important colonies without using a national focus?

Well if you wanna increase population as much as you can you start by taking medicine FIRST if you can.

As to how to get more accepted pops to colonies WITHOUT NF's...well you're shooting yourself in the foot a little by ignoring the best method. However every rank of the literacy tech branch (social thought) also adds to colonial migration a little.

Lastly do not forget that the displayed population is only 1/4 of the actual population. For instance in the beginning Prussia has 3.56m people, but if I hover over that number it says "our population is 14.25m". So if it is displaying 300m, it really means 1.2 billion.
