Instead of tolerance tech (replaced with...something), there could be a crown law slider between max dogmatism and max tolerance. Taking the dogmatism route will allow religious-based title revocation and converting your provinces will act like it does now, and possibly some other benefits that I can't think of. Tolerance, meanwhile, increases the MTTH of the Proselytize action, and at higher levels maybe prevents expelling Jews and turns holy wars into Muslim-style vassalizations, but also increasingly reduces the opinion penalty between religions and the revolt risk of wrong-religion provinces.

(The reason for this is that I dislike tolerance being a tech instead of a choice.)

I look at it as having the administration that is able to look after your dhimmis or to speak the language of your barbaric subjects. It doesn’t correlate to women power though because the most ongo of all cultures were matriarchal but it’s just a two in one perk in game, so oh well.
 
+1 totally agreed. Tolerance should always have been a Law rather than a tech, with various levels enable as tech goes up. Low tolerance law levels should allow things like expulsion of Jews and revocation of titles due to religion, but higher levels should reduce global revolt risk and increase income, if only due to extra taxes and tithes, Jewish taxes, Jizya etc.

You would need to make the default infidel modifier more extreme in order to make maxing tolerance valuable.

I regularly play as a Zunist/Zorastrian/Pagan/Muslim, and usually keep vassals of these different religions in my realm. I uhhhhh, switch religions a lot to take advantage of GHW. Also I'm just the collector type regarding religions (and titles.) For example when I turn into a filthy blob I often have say one primary religion (usually Zunist) comprising 40% of kingdom titles, then one kingdom vassal of each GHW religion.

They don't hate me nearly enough to be problematic to me.
