I can't use the native federation tab/window or use the value Federation Cohesion

Description​

I can't open up the window for "Federation Cohesion" even though I use the DLC "Conquest of Paradise" and no mods.
I tried on German and English, cause I'm native German.

Steps to reproduce​

Start a run as a native nation in 1444. On the bottom-right with F6 shortcut or by clicking on natives a window should open up. But nothing happens (Marked on the screenshot).

If I continue playing my run nevertheless, I get by founding a foundation a maxmium "Federation Cohesion" value. Then a notification pops-up at the top-left (also shown on the screenshot). It tells me to click on it to use it for advancements. But after clicking on it, also nothing happens.
