So I started an 867 game as the Duke of Balaton, trying to see if I could drive the Magyars out of Hungary. I defeated them in two holy wars and now have enough land to usurp the kingdom title (all Hungary has is a single county in Croatia), but I am unable to usurp it. There are two creation conditions that say I need to be Hungarian or Avar, but do those apply to usurping as well?
So do I need to convert to Hungarian culture in order to usurp this title? Shouldn't I just be able to usurp it and then it would change to Pannonia?
