So my capital is way far ahead in tech compared to the rest of the world and my other provinces. Is there any way to use the tech points to level up other provinces? How to tech up other provinces in general?
 
They will gradually tech up based on your desmesne provinces and their neighbours.
There's an explanation at the wiki https://ck2.paradoxwikis.com/Technology#Technology_spread but it boils down to the further ahead your other provinces and the neighbouring provinces are, the faster (or the high the chance) technology will spread.

You can move your capital to spend tech points directly, but you lose the benefits of the tech you've built up already, and it's inefficient since they will level themselves up anyway.
 
Send your chief minion of war/economy/religion(whose title may be different according to different religions) to that area to study technology.
Some events may pop that area gets +100% tech spread bonus
 
Build universities in cities(town infrastructure II) and upgrade hospitals(with Reaper's Due. Also requires construction III). Both are quite expensive. Alternatively you could build monastic schools in temples but that requires IV in temple infrastructure first and only gives a marginal 10% boost compared to universities and libraries. Schools are a lot more cheaper though.
 
Do the hospital buildings in your non-capital provinces improve the tech in their province or just the capital province?
Any tech spread bonuses apply locally, tech points (i.e. +0,04 eco tech) apply to your ruler (for the capital).
 
Also, Silk Road tradeposts have a building that increases technology spread in addition to the bonus the silk road already has.
Not sure if this applies to the new African trade posts or not.
