My first game. Playing as Russia, it's 1876 and I'm stuck with Interventionist Conservatives, and my capitalists keep buildings wrong factories in wrong places. I'd like to switch to Socialists, they have State Capitalism, but absolute monarchy doesn't allow socialists. So I have to enact only landed reforms. But to make Conservatives and Socialists (who don't seem to feel like ruling) agree with it, I need about 4 Mil. I have about 1.5 and it'll take ages to increase to the right level.
So the question is:
How to get 4 Militancy as Russia quickly?
 
Whenever you get events, switch between acting like a jerk and a dick. That should ram up some militancy for you. But be careful, because with higher militancy you may get more than you bargined for... :(

Well, that's what I do (in reasonable borders), but militancy still rises veeeeeeryyyy slooooowlyyy...
 
Max tariffs (increase cost of goods), max taxes (obvious), improve taxing efficiency (increases taxes again), minimal support of military (soldiers don't get paid), minimal support of administration (increase lawlessness), max out education support (increases pop demands) and don't allow the clergy to grow (doesn't tamp down unrest). That ought to do it, unless you want to lose a war or two to increase revanchism.

Also make sure you research all the plurality techs. High plurality and literacy will keep consciousness high which in turn will increase militancy if your pops are upset.
 
How can you NOT have too much militancy as Russia?
Well, I just kept playing and it never went higher than 1.50. Maybe because I didn't wage many serious wars, only against uncivs.
Just put the panslavic party in power and use state capitalism?
Well, I can't support the game party I'd never support in reality.

Thanks a lot! I used your advice and militancy started slowly building up, maybe by 1900s I'll finally have it about 4.00. The side effect is also rolling in money and using them to build the biggest fleet.
