I was having trouble with this for years until I found the solution.

The Win+ Shift + arrow key was not working for me... resulting in a black screen on the extra monitor.

Solution:

Go to your documents/Paradox Interactive\Crusader Kings II folder and find the settings text file.

Open it and under the

graphics=
text string

add via copy paste

adapter=1
change the number above as needed. (Don't ignore the spaces at the beginning of the line). Best would be to add it in between the lines somewhere in order, like after fullscreen=yes)

save the text file, exit. Then launch CK2 normally

This solved it after many years. Hope this helps others who were searching the web for a solution.

Comments:
  • adapter=0 means "display 1", adapter=1 means "display 2", etc.
  • If you are playing in borderless fullscreen and your secondary monitor has a larger resolution than your primary (eg. laptop screen vs big monitor) then CK2 will always use the smaller resolution when it launches. And CK2 can only adjust its screen resolution by being closed and restarted, so you're permanently stuck playing in non-fullscreen.
  • I could not get CK2 to launch in "normal" fullscreen mode on my secondary monitor. This may be specific to my setup.
FWIW, I'm probably going to go back to my previous solution: change my "main monitor" in Windows display settings to the one I want CK2 to run on. (And set the taskbar so it's identical on all screens.)
