How to define a new country?

Ok guys, tell me dumb, but I really seek and search and I haven't got an answer.. What bloody hell I've to do to define a new country in EU2?

Well, with your hint, I correctly defined the Caribbean Pirates, who fight tough against european countries.. Now another question toward piracy: one may define and play with the hated Pirates who we always can recruit?
