How to add the new general?

I want to add my general. How to do it?
So, I have a bmp picture 36 x 50 pixels. I put it in GFX\Interface\pics\ - all is ok. I modify original *.csv file. I have understood which figure is for, problem isn't here. File is read-only - ok, read-only. BUT! when I load a scenary I'm getting a lot of messages about problem with leaders ID. Ignoreeeeee ALL! :wacko: So. I see my general and others in number three person. Three Haussers, three Zhukovs, three Eisenhowers and etc. And I can't chose them for commanding.
Please help, how create new general and add in game correctly?

problem isn't here. File is read-only - ok, read-only.

to get rid of the read only file all you have to do is,Right click the file,then go down to properties,after that un check the read only box,and no more read only file

Hmm... I install a TGW and trying to understand how creator do leaders. Here isn't any errors with ID...
