How is too many alliances diplomacy modifier calculated?

Trying to ally spain which has no alliances, I get a -20 malus.

Trying to remove my own alliances to get acceptance by a 3rd party doesn't seem to reduce the malus either.

Yep it is your own alliances. You have too many GPs allied with you.
