Host requirement when introducing heir

I've never seen this host requirement before, is it a bug, or is it something else I'm missing?

I haven't encountered this in the game, but I believe, from what I can see in the screenshot, is that that means he has to be in your court. Is he off in a distant land being educated?

Yeah, the game uses "host" in some places to mean "employer, or guardian if applicable".
