marriage alliance?

He may have tributized or been tributized by the war target.
This. Click his portrait and see if his Diplomacy area has a purple banner with either coins or a stick-figure bowing on it.

Then post it here b/c

Unless OP turned unrestricted inter-faith marriage this isn't likely.
It's possible to have interfaith marriages even on restricted. Next time when you get the trade route event and you become friend with someone, check it out. You can betroth to and marry to his/her kids. That's how I secured Byzantine alliance with Karen Vandad once, lol.

Once in a blue moon a ruler may have someone of different religion educate their kid.

With that specific kid the AI will allow marriage to anyone (it still counts prestige and if that kid is inheriting.)

It really is once in a blue moon though, so don't count on it.

You can also force acceptance of interfaith marriage proposals by the use of favors. The hard part of doing that is getting a ruler of a different faith to like you enough to sell you a favor in the first place.

I actually hope we have this kind of thing, just like France allying with Ottomans against the Habsburg, albeit must be rare. Though in this case, it looks silly because if you're a tributary, it's pretty much your interest for the suzerain to be gone...

As noted, there are various ways for the player to create an alliance like that, but most of them are ones that the AI will never do.

On the other hand, a tributary is possible, as is (sadly) the possibility that the HRE converted to Islam or something ridiculous like that.
