We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
It doesn't matter, as long as all extracted files are put into their default sub directories. When you type in what EU2 save game to convert you must either write the absolute path (C:\Games\EU2\scenarios\save games\xxx.eug) or the path relative to the directory you extracted Eu2Vic.zip in. Of course, to avoid typing the path in you can also copy any save games you wish to convert into the same directory as Eu2Vic.exe and then simply write the filename when asked by the program.
