Help with dlcs

Hi, wrote this to support, but maybe someone here could help

So, when i log in to the game, it says no dlc available, and that i
need to subscribe to the dlc bundle. Thats all fine, done it many
times, but when i tried to reactivate it, i get this message at the
store:
Kjøpet ditt kunne ikke fullføres fordi det ser ut som du allerede eier
et av spillene du prøver å kjøpe. Sjekk kontoen og handlevognen din
for å bekrefte at du kjøper en gjenstand du ikke allerede eier.

Translated to english:

Your purchase could not be completed because it appears that you
already own one of the games you are trying to purchase. Please check
your account and cart to confirm that you are purchasing an item you
do not already own.

I have treid several times today, and checked all guides, but nothing
works. I am confiedendt i am not subscribed at the moment.

This is for EU4, I assume?

Basically this has to be a Steam problem - in the past people have been able to buy subs even though they own some of those DLCs. But not now apparently.
