Help me to change the land doctrine !!!

I'm playing with Romania and i want to change the land doctrine from firepower focus to mobility focus at the beginninig of the game . I don't know in what file and where to apply the changed codes to satisfied my wish. If someone know pls help me. Sorry for my english ( i used smep mod)

Go to the land doctrine techs, select the latest land doctrine you have researched in your land doctrine tree and hit "abandon doctrine". Keep doing this until you can start research on another land doctrine tree like Mobility Focus.
