I attacked Greece twice. It surrendered for the first time after capturing only two major cities. The second time I conquered all of mainland Greece (98%) but it didn't surrender because of unconquered Crete. Why does it surrender quickly the first time but not the second time?

That's going to be hard to judge without more info, given that we don't know what the various variables that go into surrender progress.

The first time, their National Unity may have been lower. Either they got an event that raised their NU, they used spies to do so, or they got foreign military assistance, which has a positive effect on NU. I don't think I've ever seen GRE fall with just its mainland taken, but that was always after ITA declared war on them in 1940-41.
