Playing as Japan is there anything I can do to get Sphered by the UK or US? So that I can not only westernise faster (without having to conquer lots) and then get better techs when I eventually become a civilized nation?

If you increase relations with the US they're pretty likely to sphere you within a few years.
This happened both times I have played Japan,and I did not even raise relations with the US,they sphered me all by themselves rather quickly.
It´s not something you can influence much. They will sphere you, sure, but you can´t force them to influence you ASAP. A pity, getting sphered eventually sucks (due to how the marker works) but it´s great in several early game situations. It´s lots of fun with Sardinia-Piedmont, having France joining in every war makes things quite easier.
Don't accrue infamy as this seems to turn them off of you. In my games as Japan, I never had any luck getting more than mild interest from the U.S. so I had to do an early Meiji Restoration once I'd built up enough army to deal with reactionaries.
