Genoa and Pisa

Hey, I recently vassalized Italy and planned to make two vassal MRs in Genoa and Pisa. I notice they're not making their king tier MR titles anymore.

I've looked into the creation conditions on the wiki and I notice the keywords "is not titular."

Does that mean these MRs can't form the kingdom titles of Genoa or Pisa anymore?

If they are titular only a republic can create them. If they are a vassal of a king they can't create them as that would put them on level with their liege. If you are an emperor you can make them your direct vassal and they should do it (but possibly needs 2 duke-tier titles?).

Well, if you've looked into conditions really carefully...

Adult, independent, at peace, and not incapable

They need to be independent.

It's different now. I used to see them form it themselves all the time as soon as I gave them a second duchy title.

Nowadays they don't bother at all

The is not titular requirement only aopkies for manual creation of the title, it can still be created through decision.

Wait until the title is created and then vassalize them or steal the title.
