We are as surprised as you Kaiser that we are invading the Netherlands. Our navies have barely left port and they are certainly not headed for any Dutch territory. The Dutch 'treaty' was only mutually beneficial to yourself and the Dutch, and to the disadvantage of Japan, it should be obvious why we protested against it. There was no threat of war, and your despicable lies are obvious for all to see.

OOC: Why does Japan keep getting singled out? I'm not the only nation the Dutch approached.

Also, Japan isn't an ally of Russia. Technically it's only an ally of the UK, fighting on the same side as the Entente proper.

The Japanese "Emperor" and his aids should reread the statement from the Imperial Offices, as we did not say that Japan was invading, only that they would if the Dutch went forward with the treaty they proposed to us, you and your British masters were only invited into the talks as the other dominant powers in Asia. It was only benefitual to us and the Dutch, because it was only for us, as Japan does not deserve or need further gains in the Pacific or Asia..

The Portuguese Republic would like to attract industrial investment from other countries, and to that end, we will reduce taxes on enterprises in certain strategic areas we would like to see developed.

We also want to offer to naval powers a very enticing deal, on the following conditions.

Said power will invest into the professional formation, refitting of installations and licensing of key patents, to upgrade Portugal's main shipbuilding yards, and in return, you will be able to use their capacity to produce ships at lower costs, due to cheaper work, added naval capacity, cheaper costs of refitting compared to building new shipyards in your nation, and raw materials produced in Portugal will be available for use in shipbuilding tax-free, further reducing the costs of commissioned ships.


OOC: Perhaps it could be implemented as a gain in naval tech if the nation's tech is superior to Portugal's, and shipbuilding price decrease for the nation. At the criteria of the GM, obviously.)

We and the British were never invited to 'discussions'. We were invited to sign a "scrap of paper" that had already been drawn up.

The Japanese Prime Minister wishes to express interest in the Portuguese proposal. We welcome the Portuguese to enter into more discrete discussion with our diplomats.

The Kingdom of the Netherlands would like to clarify its position on the entire German Pacific Territories issue. The Dutch government placed an offer the German colonial holdings in Asia before the ultimatum was sent. The Dutch were only able to verify German willingness to proceed with such an agreement following the German acquiescence following Japanese ultimatum. The following this a the Kingdom of the Netherlands contacted the British government with its concerns over the possibility of such a treaty, to act as a guarantor of Dutch neutrality in the region as the Dutch government has concerns about the safety of the region given the current developments in Europe. Indeed the entire purpose of the treaty was to merely secure the safety of the Dutch East Indies by removing the potential threat of warfare in the region and neutralize the smallest of the potential belligerent's fleet by acquiring it and using it on anti-piracy duties in the region. The British government expressed concerns about the possible Japanese position on such a transfer and that the British would be unable to guarantee the Dutch against possible Japanese aggression. Following this discussion with the British government and after consulting with the German government, the Dutch government drafted a treaty that it believed would be beneficial to all involved parties this time including Japan. The treaty made provisions for the arbitration of any resulting territories final disposition after the war. Similarly, provisions were made that no payment for the transference sovereignty would occur until after the current conflict had be resolved, thus removing the possibility that there would be any material benefit until after the war - paid proportionally based on the final disposition of the territories. The United Kingdom and the Empire of Greater Japan were consulted in this treaty process to allow their nations to voice their concerns over the potential transfer of sovereignty and attempt to create a solution that all involved powers could agree upon, alas an agreement was unable to met. The Dutch government apologizes if any party thought that the intent was any different than that stated above. Additionally, the Dutch government asks, what nation would not enter an agreement that was beneficial?

However, the Dutch government holds no animosity towards either side in this affair, only regret that it could not close hostilities in the Pacific before they begin. Additionally, the Kingdom of the Netherlands is still open to offers of investment from all interested parties.

Were Sweden to be faced with a choice of accepting vital financial investment from either nation to complete a massive internal project we would have little hesitation. We have far more faith in the Germans lack of designs on any Swedish lands or our brothers around us than the Russians. As we are not currently asking for investment from outsiders this should of course not concern any nation.

The Kaiser sends his thanks to the Dutch Minister-President for clarifying the situation. The Empire would be more than glad to invest in the Netherlands, as well as Sweden, who is correct in the fact that the Empire lacks any wishes for territorial gains in Scandinavia.

If they invade Belgium is something "vital" and doesn't matter if its bad, it only matter that is Germany's will. Remember, during your independence war it was UK, France and Russia who sided with the Greek people, not the Germans, not the Austrians nor the Italians. You can join your Orthodox brothers, who fought and bleed for you, or you can join the Huns in their path of death and destruction.

To the Kingdom of Romania, we are glad that you accepted our deal, we shall write a treaty as soon as we are able to.

To the Kingdom of the Netherlands, we are waiting for an answer, if possible.

To the Kingdom of Sweden, we never offer to invest in your land, so we don't know why such words are coming to our ears.

There was no misunderstanding of words. We were at the discussion talks, we heard the Japanese representative say that if the Netherlands did purchase our Asian colonies, Japan would consider it illegal and invade neutral Netherlands. They are both uncivilized and barbarians, because that is what they are. They hold no standing amongst the world as a true power, nor have they fully embraced the warm arms of westernization, something that even Russia, however surprising, has done. You did not offer peace before any "real" war began, you refused to accept the fact that the Austrian Archduke was assasinated by the Kingdom of Serbia, and instead seek to bully the just cause of the triple Alliance into submission.

As for Greece, you offer no such thing. Your cause is far from being "good and just" when its ranked are filled with nations such as Japan and Serbia. As well, it is not surprising that Germany could not assist Greece in her war for independence, as we were not a unified nation then. Italy was not a unified nation yet, and the Austrian Empire was divided over internal squables that were not solved until the Austro-Hungarian Compromise of 1867. If any of the members of the Triple Alliance had been able or even existed at that time, we would have sent aid to the Greeks before even the Entente powers.

We are sure that if Japan joined the Central Powers, Germany would be know praising a possible Japanese invasion of the Asian colonies. Why? Because the German Empire is based on opportunism and pragmatism, the total lack of moral and ethic in the German Empire government has brought all the world to this. But what we can expect from such an arrogant Emperor who had the guts to fire the greatest Chancellor Germany ever had, Otto von Bismarck, just because he disliked him.

Then, regarding the Greeks, Germany is the legal successor of Prussia, Italy is such thing with the Kingdom of Sardinia, neither any of those or the A-H Empire sent a single bullet to help them, nothing. And yet you shout now to every corner of the earth "But if we were there we would fight until the bitter end", the thing is, you were able and you did nothing, France, UK and Russia, did, we fought, we bleed, and some of us died, but we did so, and for the independence of the Greeks.

On a final note, no, we are not allies with the Japanese, the members of the Triple Entente are, the United Kingdom, the Republic of France and the Russian Empire. If you are at war with the Japanese also, is something surely you brought to yourself and now is blaming Russia for it
