After consulting with the Bulgarian High Command I have agreed that it is beneficial to keep the army mobilized for one year. The reasons for this is to continue the training of the conscripts which will give Bulgaria an experienced base of recruits to draw on in case of another war and to commence repairing the damage caused by the allied invasion of our land. The troops will continue to be paid full wages and may do reconstruction work and training as close as possible to there homes. This will enable them to visit there families. I also wish to announce that a memorial in Sofia will be constructed to remember those brave men who gave the ultimate sacrifice in defense of there country.

The French Republic will not tolerate any kind of Central Power aggression towards Greece. We are saddened that the Central Powers, after losing so many men, remain on the same militaristic footing. Our hopes of avoiding war in the future are jeopardized by such actions

This rare honesty in your speech betrayed your intentions. Bulgaria invaded Russia, and that was the sole reason they were in turn invaded by Allied and Entente forces. If Bulgaria refrains from committing such reckless actions in the future, I see no reason why we should have to invade you. If you are concerned about aggression from the Central Powers, as they have shown themselves to have no qualms in wasting millions to sate their dreams of empire, a diplomatic arrangement can be made to address that.

We also still remember the previous disrespect for treaties shown by the Bulgarian government, and hope that they amend themselves on that count.
 
Civil Wars and War Torn Shores


With November bringing peace to the World with the signing of the Treaty of Geneva, Vast swaths of Western Russia were turned independent, with the exception of Poland, which was annexed into the German Empire, and the Ukraine, which was given the chance to vote for Independent, or to return to the Russian Empire. The treaty stipulated that 65% of all Ukrainians must vote for Independence. The German occupiers and the German Government of the Ukraine quickly set the vote for the end of November.

The voting went underway with a few quirks, but many accepted that it was generally a positive and legitimate vote. However, the results were less than positive. The final vote tally was 64.9% of the votes going for Independence, and 35.1% voting to stay with the Russian Empire. A clear minority wished to stay with Russia, but the allied powers, and Germany, was forced to accept this, and Russian control to the Ukraine quickly transitioned from German occupation. Hundreds of Thousands of Ukrainians rose up against the Russians, to the point where an Army was formed, patrolling cities and towns, ensuring that Russians did not occupy them. The movement was strongest in Western Ukraine, where Russian rule was only on paper. When the Russians, in mid-December, attempted to restore rule to Western Ukraine, armed conflict broke out between the Russians and the Ukrainian Free Army.

The Russian Army, faced with Ukrainians armed with old German weapons, found themselves demoralized once again as they were beaten back, and defeated at the Battle of Kiev, where the Free Republic of Ukraine was proclaimed, claiming control of Western Ukraine. This new country, with shaky legal foundation, was unrecognized by all the nations, but it began to gain support within Russia itself, with many Russians just wanting peace. With the Russian Government unable to supply and aid areas of the nation devastated by War, a new group, called the Bolsheviks, who supported Communism and the rule of the workers over all of Russia, declared support for the Free Republic, and organized its Military Arm as the Red Army. A short coup later, and the cities and Perm and Kazan were under control of the new Bolsheviks. They quickly proclaimed the Russian Soviet Socialist Republic, with Vladimir Lenin as it's leader and Chairman.

The movement quickly began to gain momentum and support, and by Christmas, thousands of soldiers flocked to the Red Army, a growing threat to the rule of Tsaritsa Olga I. Russia was not the only nation with problems, moving to the West, the recent Swedish annexation of Finland, Karelia, and Kola created a huge uproar throughout the nation. Norwegians, who had supported Sweden, thinking the War was only to free the Finnish, and not annex them, declared the union between Sweden and Norway to be dissolved completely. The Finns and the other minorities to the East, openly rebelled against Swedish rule. The Karelian Red Army, allied with the Bolshevik Red Army, declared that it would fight the Finns and the Swedish at any opportunity. Its support was drawn from the Russian population, and the minorities effected by the land ownership change. Fighting between the Red Army and the Swedish Army resulted in the first Red Army victory, with the city of Petrozavodsk being proclaimed the capitol of the new Karelian Soviet Republic. In Finland proper, the Finnish Free Corps, a group of radical Nationalists, that rejected the ideals of the Bolsheviks and the idea of Swedish rule, Helsinki was under control of the Finnish Free Corps, and a new nation, simply the Republic of Finland, was proclaimed. When the Swedish attempted to fight back and re-take the city, they found themselves facing far superior artillery and guns, when it was further investigated, it was German-made. Whether captured or received as aid, thousands of Finns were in control of German weaponry. [-10,000 Conscripts from Sweden.]

With the uptick of Wars, and the return of Peace to Europe, most nations saw emigration shoot through the roof. Thousands of men, women, and children loaded on to boats, and made the trip to the Americas. All the nations that had been at war were effected by this, while the nations of North and South America were flooded with new immigrants. While Europe and the world settled into a shaky peace with each other, many nations were now forced to look inwards. Besides the cases of Sweden and Russia, Germany and the Danubian Federation were starting to have problems with their Polish populations, the French were about to undergo a nasty election cycle, and ethnic tensions in the Balkans were threatening to ignite war there once more.

 
It seems to me that France is the most aggressive here. The French Republic is not the world's police, nor does it have any moral superiority to claim such a position. Let us nor forget that France was the one who all but abandoned Russia when the war began, and prolonged it the most - I have heard words about the stubborness of the militaristic French government that continued the needless deaths of tens and hundreds of thosuands. And while you speak of breaking treaties, it is folly to speak such things while the Greek Intervention, was all but an utter disregard for the treaty in spirit, if not by the letters itself.

While the French government is free to sacrifice millions of its men to sate its desires for world hegemony and to intervene in other nations's affairs' as with its delusions as the world's police, insulting and belittling other nations as to flaunt your supposed superiority is all but flattering to the rest of us.

The UK will work to address the needs of our people and provide what aid we can for those elsewhere hurt the most from the recent crisis and upheaval in the world. The continued spread of battle and chaos saddens us but we cannot act as some police for the world. We will work with others as possible to combat the spread of chaos and civil disruption but we must keep our focus. If the danger of this new political movement grows we will be forced to take action and any foreign nations seeking to take advantage of or to support this movement will be no friends of the UK.

As the situation allows it we will be providing humanitarian aid to the Russian people to help them rebuild their lives.
 

In line with our longstanding policy, all people leaving Europe and coming to our shores are welcome, regardless of their origin. We are a land of opportunity open for all good-willed men, just like our Constitution mandates. Instructions will be sent to our agents in Europe to facilitate this sudden spike in transcontinental travel.

The degradation of the situation in Eastern Europe is most saddening; for the time being we shall only acknowledge the rule of Olga I Romanov as the true one for Russia. The appearance of these radical movements is a threat to us all.

Reports from Bulgarian soldiers withdrawing from Russia through the Ukraine have been deeply troubling. I therefore wish to show them to the world.

24/11 Elections commence. Large number of strong, well muscled men. Notice one who looks like Russian who surrendered to my unit after Battle of Rostov.
25/11 Elections continue. Send half company to ask people in area whether know many strong men. More men, one is limping as if he has a bullet wound.
26/11 Elections continue. Half-company returns. Answer negative. Russian Military Units patrolling nearby. Russians were too far away to get back to the area this quickly.
27/11 Private reports that all equipment found on 23rd has gone.
28/11 Continue withdrawal back towards Bulgaria.

There were 9 other irregularities such as these reported by Bulgarian Soldiers over seeing elections which were only 10 companies. I draw no conclusions from this and would like input from allies in Ukraine who oversaw elections.

The devastation in Europe is appalling, the unrest in Russia and Sweden are particularly disturbing. The United States will watch these events closely, hoping for peace and prosperity to return to Europe. However the United States of America would like to reaffirm its place as the destination and new home for immigrants from all nations. As such, we would like to remind all potential immigrants of the Homestead Act and the opportunity for any man to work his own land!
 

The Japanese Empire of the East is disturbed at the news coming out of the Russian Empire. The rebellion by the Ukrainians is highly illegal, as they had their chance to formally and legally break away from the Russian Empire in a poll monitored by the highly esteemed states of Europe, yet they have decided to take the bloody and violent route, going against the peace prescribed by the Treaty of Geneva. We call upon the other nations of the world to condemn this sudden outbreak of violence, and we pray that civilian casualties will remain low in this dreadful state of affairs. We also are appalled at the appearance of Communism within the Russian Empire. Communism, at its heart, is a collection of dangerous and destructive ideal that must be uprooted from every nation. We call on every nation to band together and defeat this vile foe, one that if left untouched, will destroy all that we hold dear.

Regarding the revolts in Sweden, we condemn them in the same manner that we condemn the revolts by the Ukrainians. That being said, we had come to expect such a reaction from the minorities within Sweden, as they had overreached on their already fragile grip over their territories.

The Conflict that has swept through the world at such a rapid pace has come to a close, yet many are left displaced as a result of the fighting and civil warfare. It is for that reason that we invite all those who wish to escape their war-torn nation to the Japanese Protectorate of Korea, where there is plenty of land to be settled.
 
The Empire of China and the Russian Empire will enter the following treaty to establish peace between the two nations:

1. The lands between the current border of China and Lake Balgash in Central Asia shall be ceded to the Empire of China, and all claims to the land dropped by Russia (OOC: See http://imgur.com/QmLQg for the extent)

2. Chinese soldiers shall withdraw from the occupied land to the North of China, allowing Russian authority to return there.

3. The Russian claims to leases in Manchuria will be formally dropped.

4. Trade will be established between the two Empires, to strengthen their economies.

5. A Non-aggression pact shall be entered for 5 years, in which time neither power shall declare war upon the other.
