The Colombian Civil War recived a strange turn of events. The Conservatives and the Pacifist have signed a fragile alliance to face their common enemy, the Belicist. How long will this alliance last is not know as members of each factions have a hard time working together.

By now the war has started to change the country, the economy has cooled down due to the fact that many men are at the front fighting while people just want their lives to return to normal. Industries need workers to operate their machinery and farms need farmers to take care of fields and livestock.

Though the Belicist faction is keeping up the spirit, their determination and courage hasn't falter a single bit since the conflict started, they will only rest when the country is under their control or when they are laid to rest. Their vision of a militarized Colombia turned into a great regional power scare both Brazil and Venezuela.

The amount of men needed in all fronts have forced leaders of all factions to take a drastic and desesperate tactic, to employ children in the front as soldiers. Children now learn how to use a gun before they learn how to read and do maths.

The Belicist decided that the best way to deal with a problem is to face it head to head. They have sent their main army to lay siege and assault Bogota, that without external help is doomed to captured in few months ahead. With each week the Belicist Army goes closer and closer to the city limits.

While in Bogota the siege carries on, through the rest of the country only small skirimish in small towns and roads happen. This is due to the fact that most armies are waiting for the result of the battle of Bogota so they know when is time to attack or retreat.

The navy of the United States has started a blockade on Colombia to avoid the importation of war material. Sadly, the captains of the ships, thinking no ship would dare pass through, did a lousy job in keeping trade vessels from passing through and there were even some cases of captains selling ammunition from their ships to Colombians to get profit!

The Argentinean government has decided to help local businessmen to develop their companies. Among these, the most "fortunate", thanks to friends and connections, was Nicolás Mihanovich, who obtained half of the funds intended for the national project. Though consider by many as an act of corruption, the financial genius of Mihanovich puts that capital into work and soon Mihanovic Shipping Co. is expanded into the biggest shipping company in Latin America. Furthermore with the remaining capital is used to develop the most modern shipyard in Latin America allowing the group to dispanse with the outsourcing of repairs. President Julio A. Roca has been working non-stop to regain popularity and support to keep himself in power. Though most people in Argentina wishes for reforms and new air of political ideologies, the Old Guard in the Army, compromised by the most senior officers, being his comrades at arms during the Conquest of the Desert in 1888 are loyal to him without question. [+1 Stability to Argentina.]

In an attempt to promote immigration, the Argentinean government has subsidies passages to Russian people. Soon dozen of thousand of people began arriving to Argentinean ports, some remain in Buenos Aires while other began moving through the rest of Argentina towards Cordoba, Santa Fe, Entre Rios. Colonies are funded and people began working and develop their small but thriving communities. [-1 push/pull Russia, +1 push/pull Argentina, -100 gold to Argentina ]

After the failure to receive a big influx of money from the USA government, an investigation starts in Argentina to find the people responsible from stealing all the money. Clues goes to important members of the society, nevertheless the investigation continues with many arrest that cause commotion in the Argentinean society. The oligarchy class seeing their position, status, property and secrets under watch by Roca and the militars soon start having clandestine gatherings. Word goes through the streets that something important may occurs soon. [-2 Stability to Argentina.]

In Brazil a massive vaccination campaign carried by Osvaldo Cruz turns out to be a complete success. People though initially scared by the idea of a liquid injected into their bodies by a sharp needle changed their mind when government representatives teach them about the concept of antibodies and how vaccines help them prevent mortal diseases. Those who resisted after this were forced to get vaccinated. Though they got angry at being forced to be pinched by a needle, afterwards they realized there was nothing wrong and their health improved. Now that people know the benefits of vaccines, vaccination is made obligatory to newborns. [-$100 gold, +1 push/pull, +1 Stability to Brazil.]

Another major project is started in Brazil. Headed by Perreira Passos the intention to make Rio de Janeiro look more like a modern European city. The project began with the destruction of favelas and planning of huge buildings. Too bad that politicians though money would better serve the people of Brazil in their own pockets rather than to develop the city. At the end due to lack of funds the project is cancelled, but poor people is left in the street with no home and no money to rebuild their houses. Soon people began organizing and local leaders incited them rebel themselves against government. The most important politicians of Rio de Janeiro, fearing his life and property will be soon at hands of the poor people call quickly an emergency meeting, they have to decide if they will call for the police or the army to stop this rebellion before is too late. In rural areas, local governors were given the order to improve the working conditions of farmers at rubber plantations and to modernize the whole rubber industry. Thanks that the order were given to local governors in stead of a direct order to follow from Rio de Janeiro, each governor had freedom of choice to do. Soon rubber plants through all Brazil start reaching new peaks of production and farmers living condition improved. So good was this that people from the North-East of Brazil started migrating towards rubber producing zones looking for a better life. [-$1500 gold, +500 income to Brazil.]

Using two buckets in stead of one, gave more free time to peasants, because when the first filled, the overfill filled the another bucket.


As with Argentina, Brazil started their own investigation to see who had pocketed all the economic aid sent by USA. Though the people guilty for this still remains a mystery the whole investigation helped Brazil to modernize it's criminal investigation techniques. Small frauds and rackets are found and terminated improving the overall efficiencyof the Brazilian administration. [+50 base income, +1 stability to Brazil.]

With the Treaty of American Co-Operation, the nations of Argentina, Brazil and USA agreed to lower their trade tariffs to allow goods to travel more easily between each other country. Soon merchants from the three nations began to fill their pockets when their goods began arriving foreign lands.[+50 Trade Balance to Argentina (+50 North America). +50 Trade Balance to Brazil (+50 North America) +100 Trade Balance to USA (+100 South America).]

ABC Treaty is signed by Argentina, Brazil and Chile. Such treaty forms a defensive military alliance between the signatories as well reduce tariffs between them. Such cooperation soon show it's result by increase the exportation/importation quota in each nation. The Kingdom of Italy offers peace to the nations of Serbia, Montenegro and Greece on the terms that Albania is restored to its prewar border.

The Kingdom of Serbia rejects the Italian offer, which is identical to their last false offer, and counters by restating ours which the Italian government seems to have overlooked: "Once again, we shall extend the hand of peace to the Italians on the conditions that they withdraw and allow Serbo-Greco-Montenegrin forces to restore order to the Albania according to the borders agreed to by the Balkan Alliance." We also restate that "If Italy persists in its warmongering, we shall be forced to take the measures necessary to defend the peoples of the Balkans against Italy."

The Italian performance in this war has been a humiliating failure, and we are surprised that Italy thinks that it can impose conditions upon the Balkan Alliance. We expected such hubris to have been shattered by the total failure and near-destruction of the Italian invasion force, but it seems not. The sacrifice of the brave soldiers of Serbia, Montenegro, and Greece shall not be in vain, and we will fight on to achieve total victory over the Italian aggressor if necessary.

As for the Albanian population, Serbia shall treat them with respect. In fact, we have been working out an agreement with the Ottoman Empire regarding that matter.
 
The Kingdom of Greece agrees to the Statement of the Kingdom of Serbia, we do not see how Italy, after having suffered a defeat in their Campaign in Albania, thinks that it can impose even harsher conditions then before. We ask them to stop this conflict, so that the Stability you "want" so badly in the Balkans can be restored.

The World in mourning at the loss of Queen-Empress Victoria, making George I the longest reigning sovereign in Europe and the World at the moment. We hope that the United Kingdom continues to stay strong and the Bastion of Development it has always been. Romanians! Our young nation is undergoing great changes! We are laying the foundation that shall take us into the future, as a nation at the forefront of technology and science. The expansion of our national infrastructure system, mining operations and port facilities at Constanta, will enable our nation to profit from our advancement, and usher in a new era of prosperity for you, the people of Romania.

With this coming prosperity, there comes uncertainty from the areas surrounding Romania. In the North, war rages, as Germany and Russia fight viciously for each of their nation's survival. Whilst to the south, the Italians hold onto their small strip of land in Albania against the combined Montenegrin, Greek and Serb forces arrayed against them. To ensure Romania's safety, we have partially mobilised the army reserve and the government has begun a recruiting program, and we wish to have 200,000 brave Romanians in the regular army's standing forces, to be complimented by the reservists already on duty.

We must continue to strive towards the goals of our nation, to sustainable peace and prosperity, and to ensure the greatness of Romania!

The nation of Romania is willing to trade with other nations surrounding it. We have an abundance of natural resources to trade and will soon be trading industrially manufactured goods, made in Romania. Any interested parties should contact the Romanian Foreign Ministry.

"First of all I would like to compliment Mr. Mihanovich for his latest successful venture. He arrived to this shores many years ago from Croatia, with only his bare hands, and with his hard work he has built Latin America's largest shipping company, with a majority of domestic capital. The new naval facilities built will provide a great service to the national naval industry and the Navy. Even though some like to see corruption, this is entirely due to Mihanovich's own merit.

We welcome the new influx of immigrants coming into our country. Even though that the initiative had a larger scope initially, the Russian people have been most receptive of it. May the Russian Tsar be certain that they will be treated fairly and equally, like all man who wish to immigrate to Argentina. Obviously they are free to return to their places of origin if they chose to do so.

It is sad to see that the Colombian Civil War keeps dragging on, with further, pointless loss of life. We hope that either a compromise can be found or that the more sensible faction comes on top, without risking the regional balance; which we have worked so hard for.

Now I must address the internal political situation... Considering that the current state of tension was caused by the prospect of my successor, I feel that I must put an end to it. I have decided that the finest candidate to take office after the elections is my longtime friend and colleague, former president Carlos Pellegrini. We all know he is a skilled statesman, able to pilot through the storm of 1890; I could not think of a better man to ride the current storm.

For thirty years the tyrant Rosas stood in the way of progress, it took a bloody war to remove him from office and usher the national union. This generation took charge of the country and monitored it's progress; Alberdi told us that 'to govern is to populate' and we've populated, Sarmiento told us to educate the sovereign, and now education is available to all children, we have railroads, we have ports, we have a modern army, we have industry. All this was done in the name of progress, for ourselves and for the Nation.

Now the people claim for new ideas and reform, just like it claimed for national unity 50 years ago; and only a fool would not consider that pledge. We can either listen to it and channel it in a positive way or we can ignore it, repress it, pretend as it doesn't existed and wait to be overthrown by a mob in less than a decade. For if we do no listen to the sound of the era, we leave the people alone to the influence of the destructive forces of socialism and anarchism. Abandon the people now and we are creating a feeding ground for those two vultures. This is why I believe it is time for some change; since the Parliament is adamant in it's negative, choosing to keep on fighting each other, perhaps the next Congress will be more open, thus I put my support behind a man like Pellegrini. Those who think they are preserving their interests by opposing are merely planting the seeds of their own destruction, by the hands of the socialist mob.

To the Military, my beloved fellow at arms, I am thankful for their support, while others have left our side. I ask you to stand by the law and people of Argentina and ignore any temptation of participate in uprisings, regardless of whom is behind them. You are the guardians of democracy, that we have fought so hard for, and we must secure the next elections, that will take place on Sunday April 3rd, 1904 as planned."

It has come to my attention that, as King of Spain, there are two heavily conflicting forces of power on the European continent: the Central Powers, and the Entente Cordiale. As the German Empire is embroiled in a great war against the Russian Empire, who themselves have gone to war with an ally of the German nation, the French Republic sits by on idle feet, betraying the very treaty they penned and signed with their Russian allies (and I quote): "Military cooperation is encouraged between Entente nations, to ensure the better protection of the sovereignty of Entente nations." France has refrained from defending their Russian allies as the later fights Germany in this devastating war. The French have refrained from ensuring the protection of the sovereignty of an Entente nation. The French have betrayed the treaty they themselves have signed, and therefore they are treating the treaty as if it is no big deal. They have been scared into their own little hole by the German Empire. Staying in close alliance with a nation such as this is not for the benefit of the Spanish government or its people. It is a detriment to our prestige to be allied so close to a nation that refrains from upholding a binding document which demands mutual defense and coordination in the face of war. Lastly, the French refuse to assist any nation, the Kingdom of Spain included, in its economic troubles, as the Treaty entails in significant detail.

Thus, after extensive review, I, as King of Spain, revoke my signature on the Treaty of Paris, and thus effecting the Spanish Kingdom's leave from the Entente Cordiale.

We thanks Spain worry about the fate of the Russian Empire.

But, just to be clear, the Russian Empire, up to now, has never asked for France, or any other member of the Entente Cordiale, to join arms in this conflict. Doing so, would just activate a complicated web of official and secret alliances over the world that would just start A WORLD WAR.
Also, France has given Russia vast amount of supplies needed in the front, so here in Russia we don't feel abandoned at all.

Finally, French diplomacy was a key factor to end the war with Japan.

People of Zhōngguó! We have shown the world that we can oppose those who would oppress us. The Russian barbarians have been pushed back from our immediate borders, but still their is shame to correct! We are saddened that our Asian brothers, the Japanese, have decided to withdraw from the conflict, but we accept that they paid in true Asian blood for their gains. Never again shall the Western world be able to look upon Asia with contempt, we have shown our people to be able and willing to fight. We have formed, and are forming, new cordial relations with various European powers - It is only those imperialists stuck in the past that believe they can still treat the rest of the world as their play thing. I promise them that the Asian peoples, the Zhōnghuá, shall not be disrespected, and that we shall earn our place amongst the international community.

I remind our Russian enemies that they lost their war with the Japanese Empire. They should not be so confident of repulsing a second Asian power.

The Entente Cordiale is not, I repeat, is not a military alliance of any kind. It establishes a framework for cooperation, but leaves the sovereignty of each country in their own hands. The Entente might listen to pleas for help, and I may note here that Russia did not solicit the aid of the French Republic in this conflict, but it is not bound in any way to go to war. That is the idea behind the Entente, and we are sorry that this has apparently been misunderstood by the Kingdom of Spain. We do not wish to deceive anyone, and entrance into the Entente is a completely voluntary arrangement. We will welcome our Spanish friends into the Entente should they wish to join it. We only regret that the Kingdom of Spain did not even send a message explaining their concerns, before unilaterally rescinding a document that they have signed. They are free to do so, as a sovereign nation, but we would expect better from the Kingdom of Spain.

We are also quite confused at the reference of promised economic assistance not being sent, when the Kingdom of Spain made no formal or informal request for assistance. We note that the Russian Empire has received substantial economic aid from the French Republic.

Should the Kingdom of Spain have any ideas about joining the bloc commonly referred as Central Powers, we must note that this would drastically lower the so-far great relationship between the Kingdom of Spain and the French Republic. We understand the woes caused by the Spanish-American War, but conflict with France is not a good path for the Kingdom of Spain.

So France makes it clear that a nation is either with them or against them? There is no middle ground?
 
No, but the Qing make clear that their translators aren't as good as they should be, as "Si le royaume d'Espagne" clearly refers to an hypothetical scenario, therefore we made no such attempt to create "with us or against us" mindframe, as is common in certain countries's governments.

Yet, hypothetically if they did join a different alliance, you have made clear that they would no longer be friends of France. How else should this be taken but as a thinly veiled threat?
 
If such people are so evidently enemies of the French, why has the French government not had the balls to respect the wishes of it's people, and perhaps more importantly it's alliances?
