And we, the GMs, can easily discard any of those and say they're too alliance like, and may not be signed. We won't allow someone to jump into a war simply for the sake of it, there must be goals this nation wishes to achieve.
OOC: That's why the GMs pull a border dispute out of their hats, or other such souring of relations between the nations. They can also turn one nations population against the other player's nation, making it so that if the current ruler of nation A wants to stay in power, he has to step away from his friends in nation B.

Alliances are that - formalized goals. If Prussia and Spain sign an alliance to keep France in check, for example, then that is the stated goal. Not allowing Prussia to aid Spain in such a case because Prussia would not *directly* benefit from it makes no sense at all.

Ley de la administración regional
I - Recognizing the vastness of the territories of Spain, and the diversity of it's people, it is the goal of this law to be able to provide a better government to all the people of Spain, to provide conditions for a wiser and more effective rule.
Article 1 (Regionalizacion)
Spain will be divided into several administrative regions (consult Appendix A). These regions will be of two types.
Type 1 : This includes all Continental Spain. Regions of this type will be able to elect the local government, which will in turn appoint it's representatives to the Constitutional Assembly.
Type 2 : This includes Spanish territories in Cuba, Africa, and our Pacific holdings. The government will be appointed, but the population will be able to choose representatives to the Assembly (they must fulfill the requisites detailed in appendix F).
Constitutional representatives's distribution by region is based on a weighted sum of population and region type, and it can be consulted in Appendix B.
Article 2 (Estatutos de las regiones)
Regions of Type 1 will see it's local government delegated with authority to oversee basic education, the administration of justice for low-to-medium gravity criminal offenses (Appendix C details which crime categories are the responsibility of local authorities), urban planning, maintenance and development of basic municipal infrastructure (as outlined in Appendix D), and enforcement of federal law.
The local government will have access to 25% of the revenues for use in projects within the region (categories of projects eligible for such use of the revenues are outlined in Appendix E), under inspection of federal authorities, who will perform an yearly inspection of the accounting of every Type 1 region.
Regions of Type 2 will see it's local government delegated with authority to oversee the administration of justice for low gravity criminal offenses (Appendix C), the maintenance and development of infrastructure, urban planning and enforcement of federal law.
The local government will have access to 10% of the revenues for use within the region (as detailed in Appendix E), under inspection from federal authorities, in a 2 to 5 year regime.
Article 3 (Indivisibilidad y integridad del territorio)
The currently outlined regions will be considered an integral and indivisible part of the Spanish Nation. Any changes to the borders and category of such regions must be approved by a super-majority in the Constitutional Assembly.
First of all, all agreements must go through the GMs. No matter what they are.
Secondly, all alliances are null and void after this war.
