The fact that you have to be a vassal of the HRE is pretty shit, since Charlemagne pretty much fails every time. I know that it is supposed to be "historical", but it feels like it is something you won't ever get the chance to do if you are playing in the 769 bookmark.

Imo, if starting in 769, then the decisions should be createable without the HRE requirement.
 
The most annoying part of the latter start dates imo is how upgraded everything already is, when the game launched it had small garrisons in 1066. Now theres 1500-200 garrisons in every single one of them thanks to the new start dates. And siege speed scales poorly it becomes slower and slower.
 
I think exclusively for 769, if Charlemagne forms Francia and you're a vassal under him, then you should be able to form those titles as well. This way it doesn't have to be just an HRE thing.
 
What about forming a custom kingdom and name it whatever you want or renaming whatever Kingdom you formed?

I agree that it doesnt hurt to implement your suggestion though and more kingdom formation option is always fun, but in the meantime, perhaps you can try that?
 
What about just not playing in 769?

First of all, why did you Necro a post that is 5 months old? Anyway, 769 is my favorite starting date due to the randomness, you also have more time to prepare for crusades and stuff if you only start as shitty 1-prov counts as I do.

How about you form the HRE , lose the title and form Swabia, Saxony etc.
Fully possible, and that is how I have done it before, but it would be nice to be able to form these titles without having to do this.

Problem is that I enjoy certain Coat of Arms that are locked to these kingdoms, example is Switzerland.
