WHILE I did try the below instructions for a few days. Yes it did get rid of my flashing cursor, but my graphics card seemed to be working harder, running faster, which caused me some concern...
So I deleted my changes to the registry, uninstalled my latest AMD graphics driver and reverted to an older AMD graphics driver 15.12 from December 2015, which fortunately is still available.
My game still runs and I don't suffer the flashing cursor anymore.

This is a fix for getting For the Glory to work on windows 7 and 10. I wondered if it would also fix my Darkest Hour flashing cursor problem.
YES IT FIXED IT.
So follow and do the same for Darkest Hour, whether in Steam or not.

For the Glory crashes when you select the scenario, a fix I found.
Running Win10:
Windows Start, type regedit in the Run dialog, or for wndows 10, right-click on Windows icon, see Run, choose that.
Using Explorer, find your Darkest Hour.exe inside the Steam/Steamapps/common folder.
See in Explorer, it shows you the path to where you are searching, Copy that.
Should be something like F:\Steam\SteamApps\common\Darkest Hour (for my pc)
Put this into the Find dialog inside regedit, Search
... searching the registry.
When you find the item, double-click to open it up: mine looks like this;
Enter in the dialog:
$ DWM8And16BitMitigation WINXPSP3 Layer_ForceDirectDrawEmulation
Close
Start Steam choose Darkest Hour and play.
......................
For a windows 7 install of darkest hour, I found this works
Inside the registry editor, use:
C:\Darkest Hour\Darkest Hour Launcher.exe
as the search string
or your equivalent path.
