Brigade (regiment) sizes should be increased for certain nations, or at least put in a tech in there to make it possible. For example a Wehrmacht Panzer-Division had an authorized strength of about 15000 troops, while an SS Panzer-Division had a strength of about 20000. The game makes it impossible to model these numbers unless you're using Superior Firepower and 5 combat brigades in a division.

That is the total amount in the division to include support personnel. The division sizes in the game are only meant to reflect the amount of actual fighting soldiers.
