I wouldn't go comparing this in division sizes as that's misleading. Italian binary divisions only had 2 regiments, thus 6 battalions. Other armies sometimes had 4 brigades, and these could sometimes have more than 3 battalions. Leading to an Italian Division being half the battalion strength of an opposing division.

I see you completely missed the point about the UKs recruitment of 600,000 black African soldiers.

I'm also curious where your pre war, 1939 population of Poland as "barely 20 mill" is sourced from?

I have thought about the possible improvement for downfall. The idea was to give 100mp for every 100.000 inhabitants, but even 50mp could be fine, in the sense that the AI would still have the necessary resources to increase the production of Divisions making their number realistic for each nation.
By increasing the MP by 50 for every 100.000 inhabitants, it would also be necessary to review, in the field of "technologies", the number of Officers trained for each research point destined for the "Officers" field .. it would be enough to increase the parameter by 1/3 in my opinion .
So, summarizing, the situation would become:
Germany : 69.314.000 = 1386mp
UK : 82.216.000 = 1650
France : 150.000.000 = 3000 (In this case, however, the AI must be obliged to defend the colonial territory in force as well)
Italy : 48.000.000 = 960
USA : 132.164.000 = 2643
URSS : 168.524000 = 3370
Jap : 100.000.000 = 2000
China : 520.000.000 = 10.400 and so on...
Obviously the workforce increases at different percentages for each nation depending on the policies that each nation follows. For example, if Germany has a war economy and a 3-year conscription in 1936, it will see its workforce increase far more than a nation that has a peace-keeping economy with voluntary conscription.
