Disloyal subject still aid overlord's naval battles

Description​

Every time I engage a overlord's navy every single disloyal vassal's navy still engages with him. Eg, sweden even thought they are being supported by 5 GPs for independence will still help denmark in a naval battle.

Steps to reproduce​

Play as any nation and attack Denmark while sweden is disloyal
