Diet agenda: "Manpower level at least 75.0%", but which percent of what ?

I summoned the diet. and agreed to the agenda of the nobility to "build up our manpower reserves to at last 75%". I've done this before: I usualy let things run their course until I'm informed that the agenda has been completed.

This time, I'm trying to understand what numbers are involved in this percentage, and where on my dashboard I might possibly read them.

After trying to do a bit of reading and thinking, I arrived at the following hypothesis. I'd be grateful if you fellow conquerors could concur or refute.

- the denominator is the Land Force Limit, as seen in the
28px-Land_forcelimit.png
regiments raised / land force limit field, in the military values at the left of the Military tab of the Country user interface.

- the numerator is the
28px-Manpower.png
Manpower
as seen in the Information Bar at the top left of the Ingame Screen.

An element of uncertainty is that the denominator could as well be the Maximum Manpower that shows up as a tooltip for the later Manpower. By the way, what entanglement is there between this Maximum Manpower and that Land Force Limit ?

It is not percentage of land force limit, but of maximum manpower (as your last paragraph).

Land Force Limit and Maximum Manpower are not related, other than that both are increased by increasing your autonomy-modified "base manpower" (military) development. But there are alternative sources of manpower and force limit (such as ideas, vassals, etc) that aren't related to each other whatsoever.

The agenda has just been fulfilled and indeed the denominator is the maximum manpower.

I suppose that one circumstance that could lead to a land force larger than the manpower would be the hiring or mercenaries, which is then caped by the Land Force Limit, couldn't it ?

Land force limit and maximum manpower are two disconnected things. Land force limit is a function of your development : 6+(Dev/10), to simplify it a bit. Manpower is a function of your military develompent (mostly). So if your country consists of a bunch of 5-5-1 provinces, you will have a much higher force limit compared to your manpower pool.

Are you playing the game in something other than your own language. There shouldn't be confusion between land force limit and manpower reserves

- The Maximum Manpower is the amount of manpower that you can store to train any new regiments and also to replace soldiers fallen in battle or due to attrition. It is not related to the force limit or the actually trained units you have. https://eu4.paradoxwikis.com/Manpower
- The Force Limit is the amount of already trained regiments that you can have. However, it is only a soft limit, this mean that you can go above it anways if you want to, it has only a penalty and that is increased army maintenance, going a lot above your force limit can become very expensive.https://eu4.paradoxwikis.com/Force_limit
