First you need to be crowned King of Rome.
Then you have to be elected, yes elected, King of Germany, in Germany.
Then the Pope can crown you Holy Roman Emperor.
AFAIK, the two first are the same. By being elected king of the Germans you became (after Henry IV) "King of the Romans".

I don't mind them being put in at sensible areas (ie, there was one between Frisian and Holland I believe) but not being able to block the Bosphorus or the English Channel is stupid!

Uhmmm... it's a gap of 20km with strong currents....

And why the flemisch culture, they speak dutch there. In Friesland they have a complete different language en culture and probably will have dutch culture........again..... :confused:
