Please explain the issue you experienced in the most condensed way possible
cultural acceptance is not advancing per the game mechanics. I'm not at war with anyone, I'm not doing anything to annoy the culture I want to merge with (slavonia). Have tried reloading to earlier saves and tried various different versions to avoid triggering this bug but it just stops doing cultural acceptance around 29%. The only thing that makes it work is a major cultural acceptance modifier but the yearly modifier is broken.

Please explain how to reproduce the issue
Load game. Open Slovenia (culture i want to merge with.) Wait. Observe that it does not work.

Is there anything else you think could help us identify/replicate the issue?
One thing is that when the steward is using the buffer for cultural acceptance, the scrollbar does not advance at all. This may be part of the problem.

I want to add that I'm similarly facing the issue of cultural acceptance not increasing. It has not increased in over 15 years between my hybrid culture and Nubian. It was initially at 21% after a war in 1156, at 18% after a 2nd war in 1162 (for the 2 war declarations) and has not seen any growth, regardless of cultural acceptance from the steward being used or not. in 1170 and still no increased acceptance, hindering the desired hybridisation
