Please explain the issue you experienced in the most condensed way possible
Can't end Iberian Struggle through the Dominance decision because "Hold and completely control 2 kingdoms de jure part of Empire of Hispania" is only "(1/2)" despite having complete control over ALL of the kingdoms in Iberia.

Please explain how to reproduce the issue

Is there anything else you think could help us identify/replicate the issue?
- I somehow created the Empire of Hispania, not sure how. Even after destroying it, the Dominance ending is impossible due to the "Hold and completely control 2 kingdoms...". Half of Iberia is now de jure Hispanian, the other half is de jure Galician Empire. I understand that you are not supposed to be able to create the Empire of Hispania prior to ending the struggle,

- Perhaps some sort of confusion regarding the definition of "hold and completely control 2 kingdoms".

As a muslim ruler I was able to create Hispania prior to the struggle end.

Now there are 0 dejure counties in any of the required kingdoms so I cannot form a kingdom and cannot end the struggle. I likewise control 100% of iberia and cannot push back to hostility
