Capitalists can't build

My capitalists have about 40 projects in the queue but don't seem able to purchase any iron. I have lots of iron in reserve and the population is allowed to suck from the reserve tit, but month after month nothing gets built.

What to do?

Pay for their iron and lower rich tax as low as possible and lower tariffs as low as possible and finally raise the national stockpile as much as possible and buy iron from the trade tab.

I've already maxed the national stockpile, Rich taxes are at zero, I even set tariffs to subsidy as long as could take the enormous cash drain (40k+ a day) and set the tab to buy. That's the situation where they still can't buy iron, for a long time.

Iron isn't as available as you think it is, and someone else is ahead of your capitalists in the queue for it. Maybe you sphered China and Chinese artisans are turning it all into steel?

Nope, I've got most of S America sphered (speared? ) and a few exotic asians. I'm the US and number 2 in world.

I've no idea what else to change.
