I figured out how to uninstall but after i reinstalled i tryed to install put patch
1.3 and it said newer version detected

Why not install the 1.4 patch?

the whole reason of unistalling it was to play VIP and it requires 1.3

Are you sure you removed all the Registry entries, did you search for Strategy First as well as Paradox and Victoria?

I had 1.4 installed I deleted the whole stratgey first folder but i did not check the paradox folder
I am having the same problem as codeman!

Yes as mentioned you need to follow the instructions in the sticky thread on manually uninstalling. That thread has specific instructions for the registry entries.
