Can't gain fifth research slot as Poland

Although I have more factories than required (50) game tells me that i can't select focus to get fifth research slot.
It happens in every time I play as Poland since no step back release.

confirmed here; I had the ability as I marched into russia beside Trotsky, then when Stalin chickened out and capitulated while I was working on the focus with well over 50 factories, it stopped and went dark; currently have 303 factories, and it's still dark; working on the germans now, so we'll see if it's maybe 'occupied' factories that it seems to be counting (when I went after Trotsky the same thing happened, started the forcus, capitulated him, and the focus stopped and went dark again... bloody sabotaging russians! -- who said they could make partisans in a university!)

After taking 50+ german factories and shipyards, it's again showing up; apparantly poland can only construct a university if it has other people stuff... and they haven't capitulated
