Bourbon For Everyone not possible when forming Iberia even though displayed possible

Description​

Hello,

This week I played a long campaign to get Bourbon for Everyone on Spain. I formed Iberia along the way because the game showed Bourbon for Everyone under the "Possible" tab after I formed Iberia, so I went along with that save. But now I have gotten over 20 SoL and the achievement hasn't triggered. After some examining I realized the game shows a broken tooltip when I hover over the achievement saying "Country is not" in red. I believe this is a major bug about the achievement because why does it show under Possible if the country has to strictly be Spain?

I hope this gets fixed soon and I can get my achievement.

Steps to reproduce​

1) Form Iberia as Spain
2) Check achievement tab, Bourbon for Everyone is listed under Possible
3) Reach 20 SoL, achievement will not be unlocked even though it said Possible.

I believe it show as possible because that is a separate trigger from the completion trigger and the possible trigger doesn't check that you are Spain.

But yes, there are a few achievements like this that would benefit from clarification.
