Berlin Divided complete

Is there a way to do this? The last mission (transport 1000 passengers) always pops up before you are able to cover 50% of the city or get reputation above 80.
I tried to delay the mission, by not going for reputation, but no succes. Anyone advice on how to get the 11 missions complete in time?

The final mission on each scenario can be completed but not finished. When you complete it don't hit the big finish button, instead close it using the x at the top right of the window. It will remain on the taskbar but let you continue to play the mission to get the other missions done before you select finish on that mission.
