One line summary of your issue
Refresh rate resets after alt+tab

What platform are you running the game on?

GoG

What operating system do you use?
Windows 10 64-bit
Which version of the game are you running?
1.002.36388

Please explain your issue is in as much detail as possible.
This bug only effects full screen users (not borderless window), I have tested this bug and replicated it in succession.

Using full screen, selecting a resolution with a refresh rate higher than 60 and then alt+tabbing out and back in the game again will result in the refresh rate defaulting back down to 60. The resolution itself remains the same. I am using 2560x1440 at 144hz, and after alt+tabbing, it is reset back down to 2560x1440 at 60hz.

This explanation is a possible reason why reviewers are reporting "poor performance", and why some reviewers are NOT reporting poor performance; it boils down to those using a refresh rate higher than 60 and alt+tabbing out their game and back in. This gives the illusion the game is performing worse, when in reality, the refresh rate has simply lowered back down to 60.
Have you tried verifying your files?
Yes

Steps to reproduce the issue
1. Apply full screen mode.
2. Select any resolution with a refresh rate above 60 hz.
3. Alt+tab out and then back in the game.
