I've never tried elective for vassals for some reason, and want to give it a try.

To my understanding, they and vassals would pick someone decent anyway. Not infant or imbecile, titles don't split so king remains strong, and elective has no tech/law requirement.

However, is there any way to be an elector too, for a title held by vassal?

Wiki states that
>>Valid electors are all holders of de jure vassal titles one tier lower than the elected title

I tried having de jure duchy and de jure county of the kingdom and this does not make me elector.
 
I also thought it worked the way you described until I went away and tested it. (Extensively, with console commands, with HRE vassals in the 1066 start.)

And then I read the explanation of feudal elective closely: "The ruler and each lower rank vassal ... can nominate a successor ... ". In other words: If you're not a vassal of the kingdom (eg. you're the overlord or you're independent of the kingdom) then you're not an elector.

The "not independent dukes" part makes sense - if they're not part of the kingdom, they shouldn't be able to elect the new king. I'm not so sure about the realism of disallowing emperors with de jure duchies from electing the new vassal king, but it is technically in line with the tooltip and "technically correct is the best kind of correct"...
