In all of my games (IC+Arma+revision 7), Allied forces are unable to fight with Italy in North Africa. Initially, they have even problem with invading Ethiopia, when Italy declares war, even though there are no or just few Italian forces. In my last game the year is 1946 and Italy still posseses provinces in North Africa.
