Well, what the title says basically. The event doesn't show up for me. I tested it in 2 games, waited 3 years in the first and 1 year in the second, but no dice. I remember it from older versions as coming up almost instantly. What's going on? This is playing as Aegon btw in the 7998 and also the 7996 start date. In the latter I get some event about wars in Essos but nothing about New Valyria vs Westeros conquest.
