A question about why Civilization factories halt sometimes

I have seen lately situation when civs don`t produce anything for a short period of time. I can not trade, i can not build etc. Maybe i just have not and suddently the civs come back and everything works normally.

Is there a game mechanic behind this? Workers have a vacation? Summer holiday. Christmast break?
Or some other thing that prevents civs working?

Maybe i just have not noticed this before and this feature has been in HOI4 all the time, but i would be interested to know what is causing it happening.

Usually you're probably doing a side mission with PP that uses civs like expanding resources or building slots or upgrading your Intelligence divisions.

If your constructions are "paralyzed" but have factories assigned to it, is because theyre in area under atack(like when you build a fort in frontline, its freeze progress til combat is gone).

If they have 0 factories assigned to it, is because some event, spy missions, or trade purchase(at market) have drained it, but it will show on construction qeue panel.

Another thing that can happen is building in puppet territory and then annexing that puppet. Something breaks and your civs will be forever building nothing unless you delete the puppet constructions from the queue.
