From 1419 to 1447 Parma was controlled by Milan. From 1447-1449 it broke away from the Ambrosian Republic and was a republic. It was reconquered, and remained under Milan until 1499 when Milan fell to France. It was French until they were driven out by Papal troops in 1509. In 1515 it fell to France, but became Papal again around 1522 (not sure exactly). It remained papal until it was created a Duchy by Paul III in 1545 (and sort of by Charles V too). The alternative to the republicca monarch would be all the foreign leaders. Seemed like too much work to me!

I think this is a good idea. Milan will still have two provinces, which is about right strength-wise. With the new bonuses for vassals Venice will not be bad off with Mantua as a vassal.
