I don't suppose you could outline those areas on a map, by any chance? I have next to no idea where everything is, with the blank map provided not really giving me any useful information.
It doesn't help that several rivers include part of the East Gulf Coastal Plain, not just one: on the map alone, the visible ones from east to west are the Apalachicola and Chattahoochee (the former formed by the confluence of the latter and the not-pictured Flint; these are also part of the eastern border of the Gulf Coastal Plain), the Alabama, the Tombigee (a tributary of the Alabama), and the Pearl. In addition to that, there are loads of smaller rivers to pick and choose from. The only thing I could identify from that is that the Western River is not the Mississippi, that it's not the Alabama, and that it's probably not the Apalachicola or Chattahoochee. I agree that a map might be much easier to understand.

History:

When the Strike came the engineers and technicians of the Watts Bar Nuclear Plant ( http://en.wikipedia.org/wiki/Watts_Bar_Nuclear_Generating_Station ) barricaded themselves and their families inside the structurally completed but not yet active Unit 2 reactor building as an improvised fortress to survive the desperate bands of Survivors. Sustaining themselves with the abundant power from the active Unit 1 to power improvised hydroponic gardens, they weathered the "Dark Years" fairly well but in near isolation. They consider themselves the lawful remnant of the entire Tennessee Valley Authority and have recently started sending out scouting parties to investigate the fate of other TVA facilities and personnel, as well as to search for spare parts and other manufactured goods.
 
Turn One - The Cradle - After Strike (AS) 20 (few know what the real year is)

The early era of the post-Strike world comes to us from intrepid travelers, philosophers, and historians who lived in those dark times but managed to survive long enough to provide us with the record that we have of the time period beginning roughly around Twenty Thirty Four. This year marked the establishment of rudimentary paper and motorized message travel enabling those who could read and write communicate to individuals from across great distances. It also marks the mapping of the primary trade routes of the ancient wastelands. Correspondence between major settlements began in ernest although most messages came requesting food or military support, there have been a few strong enough to stand on their own.

The political landscape of the Panhandle Wastes emerged almost simultaneously after a particularly warm year with the summer lasting beyond four months. Settlements with enough educated members of their society and the means to transport goods and written messages long distances quickly made connection one another forming the foundation of wasteland diplomacy. For the first time communities were speaking and receiving letters from other human villages. It was in the year 20 that leaders across the wastes were receiving reports on events happening sometime one hundred or two hundred miles away.

Most human settling activity occurred in the region known in ancient times as the Land of Ruins. Here eight to ten cultures existed of varying degrees of development in the swampy lands of the area. Due to the large quantities of scrap especially as you get closer to the ruins of Old Atlanta and the abundance of fresh water and farmable land (in the northern reaches of the region) this region is crawling with new settlers trying to forge a new life on the ravaged surface. Port Atlantic, the most advanced settlement in the wasteland is falling apart due to famine and political turmoil. The ripple effect of this spread to the rest of the Land of Ruins as old allies of the pre-Strike remnent begin turning on one another for supremacy.

To the south of the Ruined Lands in the cruelest of most other regions, the Soaked Country. Here water was in abundance but it was salty and contaminated with waste product. Here motorized boats and oar barges crossed the Floridian Lakes to trade, to wage war, and to hide in the swamplands. Only one civilized settlement is knwon to have existed here at this time, the quasi-civilized people of Cape Canavarel. In this year they faced the growing raids of swamp gangs losing a guard tower in one assault. In order to exist in a land full of gangs you're going to have to set them straight on whose boss in the region.

Other rumors came to the leaders of the wastes in this year. A large gang of strongmen are pushing out groups from the Appalachian reaches into nearby regions causing the disturbance of slave imports putting a strain on an already limited pool of labor. It is rumored that the current leader of Port Atlantic has requested military assistance in exchange for firearms, a desperate plea to stop the inevitable in the falling city-state. Savage gangs continue to push outward from the heart of the Savage Lands with pleas of military aid sent from a handful of settlements to the stable and rich Republic of New Louisiana.

Despite these problems the emerging cultures are enjoying longer and longer summers, agricultural projects are beginning to start up throughout the land. Warfare between major settlements are down to none as roaming gangs of cannibals and raiders are growing in the threat they pose for civilization. People are looking to survive and feel safe in a time where light shines on the planet in abundance and food supply becomes more stable.


I need orders in by Sunday, Midnight, April 27th. The next few turns will allow you guys to get used to the game, mini events and such will come in greater volume as we progress in the game.

Over half the inhabitants of Port Atlantic marched through the market street toward the central authority building where the wealthy oligarchs diliberated on how to keep the people of the city in check. Scrap shipments were already delayed a week and luxuries were unavailable due to the scavenger strike. Joe Lambert,the strongest of these oligarchs who had replaced his workers with slaves from the soaked country was eager to restore peace in the pre-Strike remnent. For years it has been known as the Paradise of the World, its high scrap walls guarded by layers of defenses had isolated its quasi advanced society together and protected from threats outside. Their television theaters and transit system was the envy of the other civilized settlements. Scrap metal, luxuries, and slaves passed through the port city off to unknown lands far north and south.

"Greetings to you civilized communities of the wasteland. It is my pleasure to offer a one time deal! Port Atlantic, Paradise of the World requests contingents of your finest soldiers to crush an uprising of our worker populace post haste! Parcels of land no bigger than a mile each way shall be granted to mercenary groups and payments of 50 slaves, 100 hand crafted marble tables, and a cut in transport fees for one year for settlements! Don't let this once in a lifetime opportunity go passing through our fingers! Your friend and ally, Joe Lambert of the Port Atlantic Commerce Board."

Settlements in the Land of Ruins may decide to send a contingent to aid or oppose the uprising in Port Atlantic. Port Atlantic is important for the region's prosperity as crafts are sent to the unknown lands for profits of slaves, food, anything really. Aiding the uprising can allow your settlement to install friendly leadership, Fighting against it will maintain the status quo. Aid Uprising = 10 EP, Oppose Uprising = 200 resources if you're successful.
 
Success at Military Orders depend on your population compared to your enemy's and warfare modifier. Also a random die roll to see if something crazy doesn't happen that makes the traditional way of winning battles nullified. With Port Atlantic the population is mostly in rebellion so you'll be facing maybe 4 to 6 hundred enemies. In this case it would be wise for communities to join forces toward one end or another to better ensure success.

Deployments represent the effort you put into a military campaign. If you have a population of 1,000 and you want to take over a small settlement of 200 people you can use Small Deployments. If you're about even with warfare modifiers and population you should probably use medium. If you're facing a bigger faction you should use large.
 
An electronic address is sent out to the other nations in the Land of Ruins, delivered by New Louisianan couriers.

The recorder crackles as it sputters to life, and the sound of a man fiddling with the device can be heard. Within a few seconds the white-noise has all but disappeared, and a calm and confident voice begins to speak with a distinctive southern drawl.

“Greetings to you, esteemed leader of one of the numerous settlements that exist within our aptly named ‘Land of Ruins’. I am Daniel Evans, President of the Republic of New Louisiana, and I have sent these recordings out with a proposal in mind."

"With the slave uprising in Port Atlantic, and the call for aid from Joe Lambert of the Port Atlantic Commerce Board, a unique situation has been presented to us. Assuming you wish to involve yourself in the situation in Port Atlantic, please open your minds to what I am about to talk to you about."

"On one hand, assuming that we do in-fact involve ourselves in the Port Atlantic uprising, we can send our soldiers to fight and die in putting down a revolt that will likely be the first of many. The trade bonuses and gifts Joe Lambert is trying to ply us with will quickly find themselves worthless as our young soldiers, the flesh and blood of our nations, are sent to their deaths! I propose we pursue an alternative path, one which ensures that there will be no more revolts in the future, and one that benefits us all in the long-run by promoting economic stability. Rather than crushing the freedom seeking, repressed people of Port Atlantic, I say we aid them! By combining our forces we can not only beat back the ineffective guards of Port Atlantic, but will be able to remove the corrupt and inefficient Port Atlantic Commerce Board, and replace them with a government more at touch with the domestic and foreign situation."

"Ladies and gentlemen, we can either support a regime that is doomed to collapse in on itself, and is seemingly determined to drag us all down with it, or we can aid the freedom fighters of Port Atlantic, and secure a prosperous future for ourselves."

Summary

The Republic of New Louisiana sends out messages to the other nations of the Land of Ruins, seeing if they are willing to work together to aid the uprising in Port Atlantic.

Paradise of the World


Port Atlantic had been for years the most advanced society in the wasteland. Its culture the closest at resembling that of the pre-Strike world. Yet by the year 20 of the post-Strike era it was falling apart. Here midst the ruins of the old city of Savannah a group of men, many nothing but simple "nine to fivers" as they call it had gathered thousands around them and established a city-state surrounded by a great scrap metal wall with various fortifications and towers ensuring that nobody got over or through them. These men gradually restored an operating port with two large tankers that they began using to ship valuable resources and goods to coastal communities along the shore. Made up of sturdy shelters like most surface settlements of this time with hydroponic farms built underneath the city in the old sewer systems, Port Atlantic became the most stable and rich of the wasteland communities. This earned them the name, the "Paradise of the World".

The men who built this new world called themselves the Port Atlantic Commercial Board and there were originally thirty of them. Most leaders of other desperate groups who had come to Savannah to find shelter from the eroding dust storms that could and often did eat away at flesh due to metal content and general friction. There they joined together and formed a powerful oligarchy of elder leaders who were either corrupted by their new found wealth from the shipping industry and if they weren't they gradually found themselves fighting a lost and dangerous cause with the leadership of the city. One particular oligarch, a man named Joe Lambert had survived by varying means a journey from the countryside to Port Atlantic after driving toward the old city of Jacksonville to visit relatives. As its related by the historian Theodore Strauss, "One Eye".

Lambert proved to be an adapt politician and businessman, he restored several old vehicles and with gasoline from the nearby Hubbart Fields was able to establish a transit system for the local populace. That along with the restoration of dozens of televisions and the television watching centers gave him incredible popularity. It didn't matter that he lived in a luxurious house and ate supple meals of the best fruits and vegetables, that he routinely took women to his bed against their will, or that he was slowly replacing the work force with slave labor. He was the bringer of civilization or at least a pleasant reminder of the before times.

But his decadence and that of his allies in the commercial board began to erode the populace's confidence as more slaves began to replace their friends and relatives. Initially they had been given rations and told to enjoy the television but now that cost some scrap and then the slavers began to buy those who couldn't barter for their rents, for the television, for their rations. Lambert and his allies though had overplayed their hand, they faced verbal assaults from the streets and then the Uprising began. Hundreds in a chaotic frenzy marched toward the homes of the oligarchs to kill them, to eat them, to established some kind of new way in the only civilized place in the wastes.

The uprising is currently disorganized but has several factions and leaders. The rationers were sleep and eat when they can on the streets and in the dark corners of the city. And the workers who still have jobs or have recently been released from their labor duties. They hate the slaves who have taken their jobs and the oligarchy, it is doubtful they can be placated while Lambert and his friends are still alive. (600 people are part of the uprising)

 
Settlement Order: Improve infrastructure by repairing the pre-strike roads and highways, to make travel easier. If the roads are beyond repair, or are non-existent, new stone roads will be constructed along the main trading paths.

Defense Order: The Republic sends out a large detachment of soldiers to aid the uprising in Port Atlantic, led by General Carlos Garcia, coordinating with the rebels and any possible allies to slowly win control of the city via guerrilla warfare.

Diplomacy: Send out messages to the other powers interested in the Port Atlantic situation, and convince them to join together to aid the uprising in overthrowing the corrupt leaders of the city.

Settlement Order: Extensively scout the nearby landscape making an inventory asset of fertile lands, rivers, roads and settlements as information is the very key to successfully manipulate everything to your liking.

Defense Order: Set up a number of charred remains, haunted houses and rotting gardens around the Dam to demonstrate the vileness and decay to scare investigators away.

Diplomacy: Send new "priests" to nearby villages to win them over to the Cult of Decay "blessing" fields with fertilizers to demonstrate the powers of the God who may give decay or remove it.
 
Cape Canaveral Orders turn 1

Settlement Order: Fix up some of the pre-apocalypse infrastructure of Cape Canaveral, in particular attempting to fix up some vehicles.

Defense Order: Send out a large band of forces in order to find very small settlements, which are then raided, with everything of value taken, the strongest taken as slaves and the weak ones brought back for food.
 
Year 20 of the Post-Strike World


Human beings have shown themselves to be exquisitely capable of enduring the darkest and most difficult of times either through invsting their psychic energies into great spiritual or political systems or in some vague distant hope that one day things will be better. Whatever the case we arrive at the year twenty of the post-Strike era and across the wasteland the strong societies of this devastated world are on the move.

In the Land of Ruins dozens of minor and major communities began in ernest the exploitation of the new soil that covered the land made rich from the absence of human farming for decades, abundant fresh water, and mineral enrichment from earthquakes and micro lava pockets. The ruins of Macon saw its strongest inhabitants, those part of the Republic of Macon execute an ambitious agricultural project by investing 200 tons of resources partially in desperation as its leadership grow older. Its population was mobilized to complete this project in time for the warm months which they succeeded in doing. The success of the project increased resource production by 300 tons and has given the Republic 20 evolution points. The Macon Republic if they can protect their food stores and farms will be self-sufficient in food production in two more turns.

Macon during New Louisiana's expedition to Port Atlantic attempted to raid the Republic's settlement but were beset by too many raiders and cannibal gangs forcing them to turn around.

Meanwhile nearby communities of the Macon ruins began their own smaller agricultural projects with varying results. The Republic having been relatively well organized with the most knowledge of what needed to be done could not be compared to in their success at growing crops. Many communities managed to only grow enough for their elites prompting internal turmoil and collapse for a handful of settlements. These populations have migrated to Macon where they request to be integrated into the society. Most are wastelanders from settlements with a history of raiding and of course they just recently overthrew their own former leaders. Absorbing them will provide 5 evolution points but also increase your chances of having internal discontent for three turns. Integration will add 200 new people to the population.

West in the region that some still call Alabama, a feared group led by the despot, Colonel John S. Anderson, sent out their raiding parties to extract resources for the year. Typically they faced limited resistance but in this year they faced a coalition of small communities that made their stand in the fortress town of Diego Hill. The army of the Colonel laid siege to the settlement but without any artillery or siege weapons they were force to wait out the defenders for three months in which they were forced to split their forces between the defenses of their settlement and the siege for too long. Although they finally conquered Diego Hill it was discovered that this had been a rouse to give time for nearby communities to escape to the east.

The Hierarchy may choose to massacre the survivors of Diego Hill, sell them into slavery to partially make up the losses for the year, or attempt to absorb them into your settlement. Only 100 tons of resources gained for this year.

Far north in the lands once known as Tennessee a fairly advanced group calling themselves the Tenneseee Valley Authority focused their efforts at recovering old machines, tools, and scrap metal in order to restart industry in their area. Some progress was made gaining the TVA 200 tons of resources and 20 evolution points but their scavenging parties who went further then the usual safe collection zones were beset by cannibal gangs and other hostile groups leading to the death of 30 of their people. Domestically there was much criticism of the industrial plans presented by the elder council due to these deaths especially from the relatives and friends of those who perished. TVA's stability modifier set at Minor Disturbances for one turn.

The Republic of New Louisiana positioned on the fringes of the Savage Lands had great ambitions for this year. Their recently elected President, Charles Archer mobilized his supporters and even some of his distractors in a project to repair pre-strike roads and highways in order to improve travel and commerce in the region. They found that most were beyond repair except for the "Great Highways" going toward major ruins like Atlanta and Montgomery. Instead they began constructing roads from broken concrete and bricks which improved the local infrastructure somewhat. It will require at least two more years before this will have significant effects on the Republic of New Louisiana however they have earned 100 resources and 20 evolution points for their efforts.

The reason the road project did not produce as much results as hoped for was the the hugely unpopular expedition to support the uprising in the distant settlement of Port Atlantic. Very little was known of the region to the far east although most had a vague knowledge of the existence of some paradise to the east. However President Archer shrewdly requested the aid of other communities in the campaign and so he had with him nearly 400 soldiers with a handful of vehicles that made its way to the Atlantic coast. These allies were promised resources and slaves in exchange for their support. The journey was long and for two months they marched fighting off cannibal gangs, raiders, and other hostiles before finally reaching Port Atlantic after losing 50 people. There they found the city burning with the oligarchs slave and mercenary army fighting the rebels from barricade to barricade. General Carlos Garcia a competent and educated man who had fought in minor skirmishes for years now had an entire city to liberate. He led his army in a three pronged assault with two groups behind the oligarch army and one joining the rebels.

The fighting was not as bloody as expected as the mercenaries and slaves of the oligarchs were content with fighting regular people but when facing a real wasteland army they surrendered to their foes. New Louisiana lost 30 people but gained 10 evolution points. Their aid in the uprising has placed them in a unique position to install a friendly government, to allow the locals to choose their own, or to simply pillage the settlement and sell everybody into slavery. People in New Louisiana are angry at the loss of so many people, especially Archer's distractors who are calling for new elections, New Louisiana gains the stability modifier of Riots for one turn.

In the Carolina Valley, a region full of small trading communities, the isolationist settlement of Cowan's Folly set out to instill fear in its neighbors by raiding minor villages and displaying their charred remains around their boundaries. Houses and farmlands were burnt and strange symbols were painted with blood creating a mystical and intimidating environment. Rumors spread about this place in nearby communities which will ward off raids for two years. Cowan parties made crude maps of the nearby landscape discovering new supplies of scrap metal and other resources giving 200 tons of resources. Cowan priests during this time set off to convert fearful communities with rituals to bless croplands with fertilizers bedazzling the locals with their "powers". Several communities have become followers of the Cult of Decay with this act.

In the swampy cannibal lands of the Soaked Country the civilized settlement of Cape Canaveral invested 200 resources in building up their infrastructure in particular their roads and vehicles. This gave them a return of 300 resources and several motorized vehicles in their possession giving them 10 evolution points. Meanwhile they sent out their militia to raid the weakest communities in the region which proves successful giving them an additional 100 resources and 5 evolution points. Cape Canaveral have gained the society trait of Cannibals and if they continue to raid for slaves for another turn will become a Slave Hub.

Ok, that does not help. I have no idea what you mean, and I have no idea what needs to be fixed, why don't you try to be a little more specific to me so I can correct it!
